Serious crimes in Madang Province presents a challenge to law enforcement since it requires police to act proactively against crimes such as rape, theft, robbery and even murder that occur more frequently now than in the last 10 years. As such, the police demands that the public act more responsibly to prevent serious crimes that in many cases have not yet been committed yet.

If the police wait, as they do traditionally, to react to serious crimes after they are committed, then the role of the police is that of a first responder, and an investigator. The public, however, expects police to deal with the serious crimes but with the limited resources they have it is very difficult. You don’t have to be a Police recruit or a Police reservist to help, all you need is a deep commitment to restore harmony and peacefulness in Madang. With your help you can pass information to the police before the crimes become a criminal reality. Be a Watcher for Madang and Report crime, drunks and disorderly behaviours, violence, terror and illegal activities involving the production, sales and consumption of Marijuana and Home Brew. Your information can give police reasonable suspicion and probable cause to intervene. These are tools given to police to enforce the law even when the law has not yet been broken. Bearing this in mind, police must realize that in dealing with crimes, prevention always supersedes enforcement and the ultimate goal behind crime prevention, reasonable suspicion and probable cause gives police the legal justification to intervene, deter and prevent – and not necessarily to arrest and convict.
